Accountability

The state of Texas annually rates its public schools and districts on the academic performance of their students. In 1993, the Texas Legislature enacted statutes that mandated the creation of the Texas public school accountability system to rate school districts and evaluate campuses.  The state test, called "Texas Assessment of Knowledge and Skills" (TAKS) evaluates:  Reading / English Language Arts, Math, Writing, Science, and Social Studies.  Performance standards are established by the Texas Education Agency.  Rating labels include:  Exemplary, Recognized, Acceptable, or Unacceptable.  Additionally the state level measures 1) dropout and 2) completion rates.

The federal system of public school accountability, "No Child Left Behind" (NCLB) Act was first applied to the Texas public schools in 2003. Campuses, districts and the state are evaluated for Adequate Yearly Progress (AYP).  The federal tests use the following tests:  TAKS, TAKS accomodated, TAKS modified, TAKS alternative, TELPAS, and LAT (linguistically accomodated). Performance standards are established by the U.S. Department of Education.  Rating labels include:  Met AYP or Missed AYP.  Additionally the federal level measures 1) attendance and 2) graduation rates.

AEIS Guidelines

The Division of Performance Reporting is responsible for developing the Academic Excellence Indicator System (AEIS) reports, which pull together a wide range of information on the performance of students in each school and district in Texas every year. These reports also provide extensive information on staff, finances, programs, and demographics for each school and district.

From the information contained in the AEIS, the division also develops and implements the state Accountability Rating system used to rate Texas public schools and school districts. The state accountability rating system includes campuses and districts rated under standard and alternative education accountability (AEA) procedures.

Disseminating the Report. Once the annual report is published, it must be disseminated to the public. This can be accomplished by directing readers to the AEIS website, or for members of the public without internet access, through mail outs or by having copies posted in public places such as each school office, local businesses, and public libraries. The district is responsible for finding the most efficient and cost-effective method of making the annual report available to the public.

No Child Left Behind Report Card Data

The state and school district report card requirements of No Child Left Behind (NCLB) are met by the use of the existing Student Assessment reports and the Adequate Yearly Progress and Highly Qualified Reports developed by the Texas Education Agency. The student assessment data, disaggregated by the required student groups, are available at: http://k12testing.tx.ncspearson.com/AssessmentResults/.

  1. At the opening screen, select either “Texas Statewide Results” or the ESC region of the state where the district is located.
  2. From the dropdown menus, select the district and/or campus, school year of test results, and report requested.

For consistency, the district may choose the April TAKS 3-10 and Exit Level (English and Spanish) report for each campus.

Participation Data, Graduation Rates, and Adequate Yearly Progress:

  1. At the opening screen, on item number 1 select either Report for the District only to access the district-level report or Reports for all campuses within a selected district to access campus-level reports.
  2. On item number 2, select the option indicating how to search for the district.
  3. On item number 3, enter the appropriate name or number—corresponding to the search option chosen in item 2 above.
  4. Click on the “Continue” button to search for the results.

Highly Qualified Data:

Both state and LEA highly qualified data are available at: http://burleson.tea.state.tx.us/ReportInterface/.

Access the report of your choice by:

  1. Select the Report Year.
  2. In the “Select Report” category, click on the “NCLB Highly Qualified Teacher Reports”.
  3. At the next screen, select the “Additional Parameters” options to select the state, district, or campus reports of your choice.
  4. After selecting parameters in each window, click on the “Generate Report” button at the bottom of the page.
